In March 2025, the Working Group introduced the CREATE framework — a transformative, human rights-based roadmap for achieving substantive gender equality for all women and girls. The framework supports States in fulfilling their obligations under international human rights law and serves as a tool for countering gender backlash and preventing retrogression in the realization of women's and girls' rights.

It is built on six interdependent and mutually reinforcing pillars of action for States and other stakeholders:

  • Counter harmful social norms, discrimination and violence
  • Redress socioeconomic disadvantages
  • Eliminate legal and structural barriers
  • Adopt proactive laws and policies
  • Transform institutionalized patriarchal power structures
  • Enhance the participation and agency of women and girls

For the full framework, see the Working Group's guidance document Substantive gender equality (A/HRC/WG.11/42/1).
