The Special Rapporteur has launched a new multi-year project to conduct a global mapping of the implementation of the right to development in all UN Member States. The project will document how the right to development features in constitutional, legal and policy frameworks, trade and investment agreements, judicial decisions, national action plans, treaty body reports, universal periodic review and national voluntary review. It will also identify policies, programmes and projects adopted by States to implement the right to development and their efficacy in leaving on one behind. Moreover, an attempt will be made to capture good practices and challenges in realising the right to development.

The global mapping will be informed by the Declaration on the Right to Development, other relevant international instruments and the leaflet, “Decoding the Right to Development”, developed by the Special Rapporteur. The mapping for each State will be done by university academics and students as per a questionnaire prepared by the Special Rapporteur and under the guidance of his team. All mapping reports will be publicly available on this website.

It is hoped that this global mapping will fill an important gap in the understanding of Governments, UN entities, multilateral development banks, development partners, researchers and other stakeholders about the progress made as well as ongoing challenges in realising the right to development. The data collected should also assist States in negotiating, ratifying and implementing the proposed Covenant on the Right to Development.

If you would like to be part of this mapping project, please send an email to hrc-sr-development@un.org (with “Global Mapping” as the email subject). The mapping should be conducted by completing the Questionnaire as per the Guidance Note.
