Purpose: For States Parties, victims, civil society organizations, national human rights institutions, UN Human Rights Mechanisms, Regional Human Rights Mechanisms, UN country Teams, academia and others to submit written contributions on CED and WGEID project of joint statement on Enforced Disappearances in the context of transnational repression.
Background

At its 29th session (September 2025), the Committee adopted a concept note outlining the main objectives and possible scope of their future joint statement on Enforced Disappearances in the context of transnational repression. During their annual joint meeting in September 2025, the Working Group and the Committee decided to pursue this work jointly, and to launch a call for inputs.

Key questions and types of input/comments sought

The Committee and the Working Group invite all stakeholders to contribute to their project of statement through inputs on the following questions:

  1. How do enforced disappearances occur in the context of transnational repression, and which individuals are most at risk?
  2. Which national, regional, or international laws, practices, or (bilateral) agreements contribute to or prevent such acts?
  3. Which mechanisms exist—or are lacking—to ensure investigation, prosecution, and mutual legal assistance in cases of transnational enforced disappearances?
  4. Which measures should States adopt to ensure effective protection, truth, justice, and reparation for victims and their relatives?
  5. How can international organizations such as INTERPOL strengthen safeguards against misuse of their mechanisms?
  6. Are there positive examples of domestic or international cooperation that have effectively prevented or addressed enforced disappearances in a transnational context?

Interested partners are invited to take the following points into account when preparing their contributions:

  • Input can relate both to the host States where enforced disappearances in the context of transnational repression are committed, and to those States that have committed or allegedly committed such disappearances across borders.
  • Contributions can address all or part of the questions.
Call for Inputs: Joint statement on Enforced Disappearances in the context of transnational repression
How inputs will be used?

All inputs will be shared with the Committee on Enforced Disappearances and the Working Group on Enforced and Involuntary Disappearances. When submitting a contribution, please specify if you wish it to be made public or not. Public submissions will be uploaded on the Committee’s webpage in their original language only. The others will remain confidential.
